In replying to this Despatch on the 19th.
June, 1875, Mr. Austin the Officer Administering the
Government, wrote "I venture very respectfully to express &
"sincere hope that Your Lordship will hesitate to sanction
"the appointment of a Chinese Consul to reside at this
*Port, until an opportunity has been given to my Council
*and myself to submit our opinions upon the nature of the
"duties which he is to perform.

lam aware that proposal emanated from Sir R. Alcock,
"while Mr. Wade has advocated establishing here a branch
"of the Foreign Customs Inspectorate to collect duties
"on articles exported in junke. It will be readily under-
*-stood that there is a vast difference between these two
"suggestions the former advocated by Sir R. Alcock alone as far as is at present known) and opposed by every one
*else possessing local knowledge and acquaintance with
"Chinese Officials the latter originally recommended by
'an Officer of this Goverment and now supported by Governa“

Commenting on this despatch the Colonial
Office wrote to the Foreign Office on 9th, August, 1875,
"It will be seen.........that the Colonial Government and
*the general community are as adverse as ever to the
"appointment of a Chinese Consul in Hongkong and that
"would regard the establishment in the Colony of a branch
